Tanaq Support Services (TSS) delivers professional, scientific, and technical services and information technology (IT) solutions to federal agencies in health, agriculture, technology, and other government services. About the Role

We are seeking a Qualitative Evaluator/Data Analyst to contribute to and support a cross-site evaluation. The role will provide technical and project leadership to design qualitative data collection activities (e.g., interviews, focus groups), conduct data collection, perform rigorous qualitative and mixed-methods analysis, prepare codebooks, and synthesize and summarize findings for dissemination products. This role is critical to ensuring that the cross-site evaluation incorporates stakeholder voices and delivers robust, actionable results.

This is a fully remote position based in the United States. An estimated 5-10% travel will be required. This position is contingent upon contract award.

Responsibilities

  • Design and implement qualitative and mixed-methods evaluation activities, including development of interview guides, focus group protocols, and survey instruments aligned with program evaluation objectives.
  • Conduct primary data collection across multiple sites, including facilitating key informant interviews and focus groups with stakeholders (e.g., health departments, harm reduction staff, navigators, and priority populations).
  • Translate, pilot test, and refine data collection instruments (English/Spanish), incorporating cognitive testing and stakeholder feedback to ensure cultural and contextual relevance.
  • Develop, document, and maintain detailed qualitative codebooks, including coding frameworks, definitions, and decision rules to ensure methodological rigor and consistency.
  • Perform rigorous qualitative and mixed-methods analyses (e.g., thematic analysis, triangulation), integrating qualitative and quantitative data to address evaluation questions.
  • Synthesize cross-site findings to identify implementation facilitators, barriers, and outcomes related to linkage to care, harm reduction, and overdose prevention strategies.
  • Ensure data quality and integrity through systematic coding processes, inter-rater reliability checks, transcript validation, and adherence to evaluation protocols.
  • Manage and analyze large, multi-site datasets using qualitative analysis software (e.g., NVivo, Atlas.ti, Dedoose) and support preparation of de-identified datasets for federal reporting.
  • Collaborate with partners to align evaluation activities with goals, timelines, and federal requirements.
  • Support development of annual work plans and evaluation plans, including detailed methodologies, sampling strategies, and analytic approaches.
  • Lead preparation of evaluation deliverables, including datasets, codebooks, preliminary findings summaries, and dissemination products.
  • Develop high-quality dissemination materials, including reports, briefs, fact sheets, and presentations to communicate findings to stakeholders.
  • Present evaluation methods and findings at national meetings and stakeholder convenings, translating complex data into actionable insights.
  • Incorporate stakeholder voices and lived experiences into evaluation design and analysis to ensure equity-centered and community-informed findings.
  • Ensure compliance with federal requirements, including IRB processes, data privacy standards, accessibility (Section 508), and ethical research practices.
  • Coordinate with multi-sector partners and jurisdictions to support data collection, recruitment, and interpretation of findings across diverse settings.
Requirements:

Required Experience and Skills

  • Minimum five (5) or more years of experience conducting qualitative and mixed-methods research/evaluation for federal or state projects
  • Experience with multi-site or cross-site public health evaluation projects
  • Prior experience with the opioid use disorder, or harm reduction programs
  • Bilingual (English/Spanish) or experience working with linguistically diverse populations
  • Experience preparing findings for a variety of audiences (technical reports, briefs, presentations)
  • Familiarity with Section 508 accessibility and plain language requirements
  • Proven ability to design and develop qualitative data collection instruments, including interview guides, focus group protocols, and evaluation tools.
  • Strong analytical skills with a high level of attention to methodological rigor, data quality, and validity of findings.
  • Excellent written and verbal communication skills, with the ability to translate complex data into clear, actionable insights for diverse stakeholders.
  • Ability to manage multiple priorities and meet deadlines in fast-paced, collaborative environments.
  • Previous work experience supporting CDC or other federal government agencies preferred.
  • Ability to obtain a government clearance.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Education and Training

  • Master's of Public Health with a concentration in Epidemiology, Program Monitoring and Evaluation or Data Analysis required; PhD preferred.

Physical Requirements

  • Prolonged periods of sitting at a desk and working on a computer. May need to lift up to 25 pounds occasionally.
