Job Description

SUMMARY: This position is under the direct supervision of the Lieutenant of Police and is responsible for the Police officers assigned to his/her command and the services it provides to the Omaha Indian Reservation. Under the Authority of the Chief of Police this position may be specific in its nature with regards to the duties and assignments.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:

  • In addition of patrol duties and subcommand of the patrol division, the Sergeant of Police is primarily concerned with directing and coordinating activities, this shall include but not limited to responsibility of shift coverage as well as maintenance of all equipment and departmental inventories.
  • The Sergeant who will have oversight over the K-9 Division is primarily concerned with directing and coordinating activities with the K-9 Division, as well as maintenance of the K-9 and any equipment associated with the K-9. These duties shall also include the creation and implementation of the K-9 division's policies and procedures.
  • Any policy infractions shall be reported to the Lieutenant of Police in writing. Submits; recommendations for improvement to the Chief of Police, through the Lieutenant of Police or in the absence of the Lieutenant to the Chief of Police. Reports, to the appropriate chain of command all major incidents. Shall; maintain the integrity of the scene until arrival of the commanding officer(s).
  • Conducts roll call to assure police officer(s) are on duty at the beginning and the end of their tour of duty. It is the Sergeant's responsibility for shift coverage when an officer assigned to them is absent from their shift responsibility.
  • Explains; general orders, special messages, and decisions of the Chief of Police.
  • Communicates changes to subordinates regarding; regulation(s), policies, or implementation of new or amended Tribal, Federal, and State Laws.
  • Submits reports on the condition of departmental equipment to include but not limited to patrol unit(s). Shall submit reports on weekly activities.
  • Assumes command of police officer(s) on the site of accidents, disturbances, or major crimes until Commanding Officer(s) are notified, and/or arrive on scene. Assists in the arrest of persons, ensures that first aid had been provided in emergency situations.
  • Coordinates activities with subordinates; endeavoring to resolve community concerns, social problems, and to create a better understanding of police functions within the community.
  • Assign areas of responsibilities for subordinate Officer(s) to include but not limited to; basic police functions, follow-up investigations, saturation patrolling in targeted areas, and the enforcement of Court actions in the areas of warrant(s).
  • Shall be available for emergencies, shall respond to emergencies and shall be prepared for emergency situations. This means on-call 24/7, unless prior authorization is granted by a Superior Officer.
  • Shall submit a weekly report to the Chief of Police or Lieutenant of Police; regarding suggestions, or recommendations to enhance law enforcement services on the Omaha Reservation.
  • Identify training needs within the Department and coordinate in-service training for subordinates, whether they are in-house training or specialized training.
  • Shall report all Major Crimes to the Lieutenant or Chief of Police and ensure that the Police Officer(s) responsible for the reports have them completed by the end of their tour of duty.
  • As mandated by the Contract, shall work to enhance the cooperation between Federal, State and Local agencies in the performance of duties and services provided.
  • PERSONNEL MANAGEMENT RESPONSIBILITIES:
  • The Sergeant of Police as the front line of authority between management and field personnel has the responsibility of keeping management informed of personnel problems as well as diligently seeking out discontent within the Patrol Division, alerting management to the issues, along with recommendations for improvement, in writing.
  • Any contact with subordinates will be conducted with the utmost integrity, honesty and compassion as well as firm and authoritative. Must understand that since they are the officer(s) direct link to management their conduct and standards must be beyond reproach, and they shall discharge their duties and responsibilities in a courteous, firm and impartial manner.
  • The Sergeant of Police shall encourage all officers under his/her command to come to them to discuss problems of both a personal and departmental nature. He/She shall not avoid issues, which may be personally uncomfortable, but shall, by their actions, express the Departments policy of taking a sincere interest in the problems of its personnel.
  • The Sergeant of Police shall be thoroughly familiar with all personnel in their command.
  • They shall be familiar with personality, limitations, weakness, and outstanding qualities of each individual of their command and shall in making assignments, take all factors into consideration. Focusing on both strengths and weakness and applying those factors accordingly.
  • Shall develop positive working relationships with subordinates, shall promote trust and respect from subordinates through his/her actions.
  • The Sergeant shall track the time and attendance of their subordinates He/She is responsible for the assigned personnel(s) shift. If an assigned Officer fails to report for a shift the Sergeant is responsible for shift coverage in collaboration with the Lieutenant and Chief of Police.
  • The primary task of the Sergeant(s) of Police; are to maximize organizational productivity, develop organizational capabilities and the integration of objectives what ever they may be at the time.
  • Communicate with subordinates in using systematic methods to accomplish more in less time.
  • In the absence of a Sergeant of Police this function may be assigned in an Acting capacity which shall deploy the authority without the benefits until such a time the position becomes permanent.
  • TRAINING RESPONSIBILITIES:
  • The Sergeant of Police shall be responsible for identifying the specific training needs of their assigned subordinates
  • The Sergeant shall notify in writing and/or verbally the areas in which training deficiencies appear and recommend which steps he proposes to take in accommodating the Department in addressing these needs
  • The Sergeant shall collaborate with the Lieutenant in scheduling dates and times for training, and assign subordinates for coverage of shifts and/or response to calls
  • Performs other duties as assigned by the Police Chief or Lieutenant of Police.


EDUCATION and/or EXPERIENCE

  • Possess a High School degree or General Education Degree (G.E.D.)
  • Must have at least six (6) months previous administrative experience in house or a related field
  • Must have successfully completed the Basic Police Academy Training and/or Supervisory Course
  • Applicant must have at least three (3) years previous experience as a police officer in law enforcement
  • Must have experience and a basic understanding of Indian Country Law Enforcement and the working relationships with Bureau of Indian Affairs, State, and Federal Law Enforcement Agencies


PHYSICAL REQUIREMENTS:

  • Physically able to work rotating shifts, overtime, etc.


CERTIFICATIONS, LICENSES, and/or REGISTRATIONS:

  • Possess licenses and the ability to utilize various specialized equipment in the application of law enforcement activities
  • Possess a valid Nebraska Driver's License
  • Possess or be able to obtain certification in First Aid / CPR
  • Applicant must be able to pass a pre-employment background checks, drug testing, and physical


KNOWLEDGE, SKILLS, and/or ABILITIES:

  • Ability to perform duties under close or minimum supervision
  • May be required to submit to psychological testing prior to appointment or position
  • Required to submit to random drug testing.
